Apply for Preschool

Community Bridges’ Early Education Division provides high-quality preschool at locations throughout Santa Cruz County.

Complete the steps below to apply for the California State Preschool Program and other available early education services.

Submitting an application does not guarantee enrollment. Our team will review your information, verify eligibility, and contact you regarding available programs and locations.

Create a Hubbe account to begin a new application.

You will need an email address or mobile telephone number that you can access. Please save your username and password so you can return to your application.

Do not create another account if you have already started an application. Use your existing account to return to your information and uploaded documents.

Before You Begin

Please allow enough time to complete the application and upload your documents. Having your documents ready before you begin will make the process faster and easier.

You will need to provide information about:

Vaccinations

Your child must be fully vaccinated. See immunization requirements.

Income

Information about the income received by the parents, guardians, or other adults whose income must be included in the application.

Household Size

The names and relationships of the adults and children who are included in your family or household for program eligibility purposes.

Reason Care Is Needed

Families requesting full-day services may need to show why preschool is needed, such as employment, school or training, seeking employment, seeking permanent housing, parental incapacity, homelessness, or involvement with Child Protective Services.

Step 1: Gather Your Documents

Please gather the documents that apply to your family before starting the application.

Whenever possible, income, employment, school, and other time-sensitive documents should be current and dated within the last 30 days.

Proof of Income

You may be asked to provide:

Recent pay stubs
Employer verification
Work schedule
Self-employment records
Unemployment or disability benefit statements
Social Security or retirement statements
Child or spousal support documentation
Cash-aid documentation
Other records of household income
A declaration of no income, when applicable

Proof of Household Size and Child Information

You may be asked to provide:

Birth certificates or other proof of each child’s birth date
Parent or guardian identification
Custody or guardianship documents, when applicable
Information about the adults and children included in your household
Child immunization records
An Individualized Education Program or Individualized Family Service Plan, when applicable

Proof of Need for Full-Day Care

Depending on your family’s circumstances, you may be asked to provide:

Employer verification and work schedule
School or vocational-training schedule
Documentation showing that you are actively seeking employment
Documentation showing that you are seeking permanent housing
Documentation of parental incapacity
Child Protective Services or at-risk referral
Documentation of homelessness
CalWORKs activity documentation

You do not need every document listed above. Please provide the documents that apply to your family.

Step 2: Create or Access Your Hubbe Account

Community Bridges uses Hubbe as its secure online application system.

New Applicants

Create a Hubbe account to begin a new application.

You will need an email address or mobile telephone number that you can access. Please save your username and password so you can return to your application.

Do not create another account if you have already started an application. Use your existing account to return to your information and uploaded documents.

Step 3: Complete Your Application

After signing into Hubbe, follow the instructions to:

Enter the parent or guardian’s contact information.
Add each child who needs preschool.
Enter the members of your household.
Provide household-income information.
Identify why full-day care is needed, when applicable.
Select your preferred Community Bridges locations.
Upload the required supporting documents.
Review your information carefully.
Submit the application.

You may select more than one preferred location. Selecting a location does not guarantee immediate placement at that site.

Who May Qualify?

Eligibility is determined individually based on California State Preschool Program requirements, the child’s age, available enrollment categories, family income, household size, and—in some cases—the family’s documented need for services.

A child may qualify based on one or more circumstances, including:

Family income
Current cash-aid participation
Homelessness
Child Protective Services involvement or at-risk status
A documented disability or exceptional need
Participation in an eligible means-tested government program
Residence within the attendance area of a qualifying neighborhood school
Other eligibility categories authorized by California law

Part-Day Preschool

Part-day preschool is generally offered for fewer than four hours per day. Families applying only for part-day preschool may not be required to demonstrate employment or another reason for needing care.

Full-Day Preschool

Families applying for full-day services generally must meet an eligibility requirement and demonstrate a need for care. A need may include:

Working
Attending school or vocational training
Actively seeking employment
Seeking permanent housing
Parental or guardian incapacity
Homelessness
Child Protective Services involvement or an at-risk referral
Participation in a qualifying CalWORKs activity

Community Bridges staff will review your information and determine whether additional documentation is required.

What Happens After You Apply?

After your application is submitted:

Community Bridges will review the information and uploaded documents.

A staff member may contact you if information is missing or clarification is needed.

Your family’s eligibility and need for services will be evaluated.

You will be contacted regarding enrollment, available sites, or waitlist status.

Please respond promptly to telephone calls, text messages, or emails from Community Bridges. Missing or incomplete information may delay the review of your application.
