Lift Line Expands Access for All Program Into Monterey County, Bringing Affordable, Accessible Rides to More Residents with Disabilities

MONTEREY BAY, CA — Community Bridges is proud to announce the expansion of its Lift Line Access for All transportation service into North Monterey County, offering affordable, door-to-door rides to residents with disabilities—regardless of income.

The expansion follows the service’s successful launch in Santa Cruz County, where it has improved mobility, independence, and access to essential services for hundreds of residents by providing more than 2,000 rides to residents with disabilities over the past two years.

Made possible through funding from the California Public Utilities Commission’s (CPUC) Transportation Network Company (TNC) Access for All program, the service is now being implemented in Monterey County thanks to the Transportation Agency for Monterey County (TAMC), which serves as the local Access Fund Administrator.

Said Community Bridges CEO Raymon Cancino: “This expansion is a major step toward ensuring that every resident with a disability, regardless of income or where they live, can participate fully in our community. With the support of TAMC and the CPUC, we’re helping build one of the most accessible transportation networks in the state.”

A First-of-Its-Kind, Low-Cost Option for People with Disabilities

Lift Line Access for All has no income restrictions and provides rides to any destination within Santa Cruz and Monterey counties. The service is tailored for people with disabilities and includes:

  • $5 flat fare per ride, one of the lowest ADA-accessible rates in the region

  • Fully accessible vehicles, including options for wheelchair users

  • Door-to-door service to any destination in the Monterey Bay

Income-eligible riders already receiving Lift Line services at no cost will continue to do so.

Currently, Lift Line provides free transportation to low-income residents of Santa Cruz County and North Monterey County for medical appointments with accredited providers and other approved health-related programs. Eligible riders can also access essential services such as grocery stores (limit two bags), restaurants, banks, social service agencies, and a range of physical and mental health resources, including therapy, gyms, swimming pools, parks, beaches, counseling, church, and support groups.

The goal of this service expansion is to ensure that all individuals with disabilities—who may not qualify for free rides but face barriers using rideshare or traditional transportation—can still get where they need to go, safely and affordably.

Said Lift Line Program Director Jesus Bojorquez: “Everyone deserves the freedom to move around their community with dignity—regardless of income or ability. By expanding Lift Line Access for All into North Monterey County, we’re taking a meaningful step toward transportation equity across our region. This service helps ensure that even those who don’t qualify for free rides, but still face barriers due to a disability, can access safe, reliable, and affordable transportation. It’s about more than just getting from point A to point B—it’s about supporting independence, connection, and quality of life for everyone.”

Riders can schedule rides via the Lift Line mobile app or by calling 831-688-9663. After registering, riders can book transportation up to 7 days in advance—with same-day service also available.

This expanded service builds on Lift Line’s legacy of delivering over 60,000 free, door-to-door rides annually in Santa Cruz County to low-income seniors and individuals with disabilities that will now be expanded to Monterey County. This is part of Community Bridges’ long-standing commitment to transportation equity and accessibility.

Funding and Oversight

Funding for this program comes from Senate Bill 376, which established the Access for All initiative to improve TNC (ride-share) accessibility for people with disabilities. A small 10-cent access fee is collected from each completed TNC trip in California to support this work.

In Santa Cruz County, the Santa Cruz County Regional Transportation Commission (RTC) administers the Access for All initiative. Lift Line was first contracted by the RTC to provide this service in 2023.

In Monterey County, the Transportation Agency for Monterey County (TAMC), which serves as the county’s regional transportation planning agency, approved our role to serve Monterey County in 2025.
